When is a Carbon Reduction Plan needed?

Not every public-sector supplier needs one. It depends on who the buyer is and how big the contract is.

Subcontractors are not required to have their own CRP under PPN 006. A plan showing higher emissions than last year does not mean failure. A CRP is treated as valid for 12 months, after which it needs refreshing. Always follow the specific tender's instructions.

  3. You check and approve. Up to two rounds of corrections are included.
  4. You pay, then receive the final files: the signed-ready PDF, an editable version and the calculation workbook. You sign it and publish it on your website.

For organisations with up to 25 full-time-equivalent staff and UK operations. Larger or multi-site organisations: ask for a quote. Carbon Plan Desk is not VAT-registered, so no VAT is charged. You pay only after approving the draft. If you do not approve it, you pay nothing.

Not offered at launch: the enhanced "2027 NHS CRP" (all relevant Scope 3, for NHS procurements from 1 April 2027) and the NHS Net Zero Commitment (which only applies to NHS procurements that started before 1 April 2027).

Questions

Do I definitely need a CRP?

Only if the tender asks for one. See the table above. PPN 006 applies to in-scope central government procurements above £5m a year (inc VAT). NHS requirements are set out in NHS England guidance. Other buyers may ask for one in their own documents.

Is the plan audited or verified?

No. PPN 006 does not require an external audit, and we do not provide one. The plan states this.

Which conversion factors do you use?

The UK government greenhouse gas conversion factors for company reporting (published by DESNZ) for your reporting year. Where your year spans two calendar years, we use the set for the calendar year containing most of your reporting period, as the government methodology advises. The plan names the exact set and version.

Who signs the plan?

Your board of directors (or, for an LLP, the members) approves it and a director or designated member signs it. We never sign on your behalf.

What data do you need?

For a 12-month period: electricity and gas use (kWh), fuel or mileage for company vehicles, refrigerant top-ups if any, business travel, a staff commuting estimate, waste amounts, and any deliveries you pay for. The form explains each one.

What about the NHS Net Zero Commitment?

We do not sell it. It is only relevant to NHS procurements that started before 1 April 2027. If an NHS tender asks for one before then, NHS England publishes the template on its website.
